No such thing as ADSL cabinets, presume you mean a new standard PCP with no active hardware in it, and in that case yes not unusual, probably more common than all in one solutions.
Yeah, it happened on my cabinet that was a very old
cast iron PCP which had a new PCP installed right next to it back in December 2014 and it has yet to be even used.
Our road uses 2 PCP cabinets 24 (mine and low part of road and side roads) and 39 (upper part of road and side roads) if you look carefully you can see cabinet 39 across the road
But yeah, BT installs new cabinets to replace the old ones but never seem to use it.
In our case BT might still be deciding whether to finish off the FTTP on my cabinet meaning that new cabinet might not be needed, or if they drop the remaining FTTP and give them FTTC then that new PCP will be needed.
This is just my assumption which could be wrong.
*** update ***
I also took a look in the new PCP cabinet some time last year when it was left open and all I saw was an empty cabinet with a back board rack and that was it.
