Cab 13 on EACHF - high demand

I'm just looking to move house and having checked the broadband availability of the house I'm looking at moving to, I've seen that the cabinet is not accepting orders.

This makes a big difference to considerations for the house as working from home is near impossible for me on ADSL.

What's the deal? I don't suppose extra capacity appears all that often as I don't suppose to many people cancel/downgrade their broadband.

Is there any way of finding out upgrade plans? Does that ever even happen?

It seems that the cabinet is full:
This PCP has a waiters list for FTTC services. You may place an order which will be dealt with in turn.

I am not too sure if they are working on the FTTC cabinet or installing a new one, but to me it sounds like a new cabinet etc:
