Up in Scotland we had ADSL Max available in 2006 and were receiving full 8Mbps however the exchange was never moved to ADSL2+. Then finally it received an upgrade to VDSL2 but almost all the lines in the village were EO and a village about 5km away fed from a local cabinet with those outside the villages also on cabinets that have a density that is unlikely to justify an FTTC twin - under 10 lines in one cabinet for example.
The remote village received the FTTC twin in 2014 and then in 2015 work started to install a FTTC twin at the exchange and then move the EO lines to a new cabinets - that was completed successfully.
When I walked past the exchange at the weekend the cabinets were there "standing guard" over the exchange and made a good picture:

One neighbouring exchange is even smaller! It provides connections for around 40 properties.
The one pictured serves under 500 premises. Each of the two cabinets with FTTC twins have maybe 150 to 200 connections each.

Great Shefford Exchange and Turville Heath Exchanges .....
but at least they are built of brick, the big bad wolf can't blow them away just yet....
Oh, and I just remembered Herriad exchange that is made of wood with an outside privy.

Have been past Turville Heath many times - just down the road from Pishill.

My neighbours where I grew up went to run The Crown there back in the 70's.
Later when working in the Three Tuns in Henley in the 80's there used to be a disco in the barn at the Crown on a Friday night or some such ...... wild days, fondly remembered.
Now most notable for the areas distance from telephonic civilisation.

Oh, and I just remembered Herriad exchange that is made of wood with an outside privy. The links to Turville Heath and Herriad are the same, so one link is incorrect. From your descriptions, I guess it's the link to Herriad that is incorrect. The two links that are different certainly show very small exchanges!
