I suspect that's an error.

Openreach charge £1188 excluding VAT.

So whoever gave that quote would be charging around £9 per month for their side of it.

I think not.

I have re-edited it. My mistake the £119 monthly charge is for FTTP. Not FTTPoD as it would cost £300 a month inc VAT.

any idea whats the hold up for these advertising changes?

BT delaying it with awkwardness?
regulator deliberately allowing isp's to adjust first?

Seems to be taking a long time.

probably but I expect at the moment only on trial documents, However they likely out of date as BT's deployment is using a modified spec which will boost performance and distance.
