This is to restrict OR's ability to target reductions in Gfast prices while City Fibre and others rollout FTTP networks. Any reduced prices would have to be on a national basis to prevent competition to the new FTTP networks on an unfair basis.
Not quite what OR's competitors seemed to want, which was a price floor for OR's Gfast services,
Regulation would not apply to OR's FTTP (100Mb+) services as these would not cover a big enough area that was overlapped by new entrants FTTP build.
