Since the Autumn our FTTC has been showing increasing levels of packet loss in the evenings (typically peaking 20:00 to 22:00GMT - as shown on the Broadband Quality Monitor). Recent weeks has seen it reaching around 10-15% at this time of day.

At what point does this become justifiable as a complaint to the ISP?
