Line Stats now available - Downstream speed suspicious

My line is a lot slower than when first set up. Following a bit of furniture rearrangement I have been able to swap the ECI modem for the TalkTlk HG6333 and so have some line stats. I am (supposed) to be on the 76Mbps setting. 19999 seems a very unusual number for a random speed.
