Did they add a large Huawei (2 doors) or a small Huawei (1 door)?
Codelook lists cabinet 21 as serving 565 properties, which is often underestimated, especially if there are new builds.
Every property is 7km+ from the exchange so ADSL speeds will be shocking.
It's very conceivable that the 2nd cabinet is completely full.
There is likely nobody on any waiting list. The waiting list is used very rarely.
Keep checking daily and if a customer ceases their line the cabinet will show as available until that single port is ordered.
If I order the ADSL2+ product will that hinder my chances of getting onto FTTC?
