Poor Quality - Likely Cause?

[link to this post]

It takes around 5s for my Plusnet Fibre to reach full speed on the TB speed test.

Link

The test suggests that this is likely poor WiFi or anti-virus software but I see the same on a wired connection & also on an iPad with no AV. This is consistent on every test & started following a change to the SVLAN.

KBD - Your fault has been diagnosed using the Knowledge Based Diagnostic Tool: We have identified the Circuit was built on an SFBB SVLAN experiencing high Utilisation. This circuit has been moved onto a different SFBB SVLAN with lower utilisation.

Can anyone suggest what I need to ask of BT Wholesale via Plusnet to resolve this?

Not likely to be RWIN issues as the multiple should be better if that was the case.

Does the same happen when doing usual activities? i.e. web pages slow to get going and then fast? And with file downloads? Best to explain to an ISP in those terms, as all two often they will dismiss a speed test.

NOTE: EE customers see a lot of this, so it may be related to something in the core network

Thanks Andrew.

Yes, downloads show the same symptom & web pages with lots of content from different sources (ad heavy) seem a bit slow to load. But I've been having various issues for so long now it's kind of hard to remember what normal looks like!

But historical speed tests show that max speed used to be attained pretty much instantly. That then started to go downhill a bit while still with BT. But this is a bit extreme & definitely occurred after the SVLAN switch.
