Additional ducts to existing cabinets

Ive notice around my town Openreach seem to be working on a project to install additional duct work to each for the FTTC cabinets. Out of interest are there any technical guys out there who might know why they are doing this?

The new ductings seem to be between the FTTC cabinet and the PCP.

space for extra copper link pairs?

space for power/fibre to head back to PCP for a GFast pod?
