Is this example all overhead cabling? There could be equipment in underground chambers if the cable goes under ground. That's also the case near me (seen engineers splicing cables at these points).
The problem is we and in your case, you, will have no idea as to how many fibres are there and how many OLTs have been commissioned for that area. So yes in theory it could be used, it may on the other hand it may not.
Even blowing new cable may be easier than before but even that isn't guaranteed.
We (well others who know more than me on this) simply can't tell you, especially given how Pon works. Only OR can do that - and even then you can get two answers from them ..
