Different router which will almost certainly have a different modem front end.
Better matched to line impedance, better demod, impoved firmware, all can contribute. It is not unknown for large differences to occur although yours is extreme. I did a change a few years back, took out te supplied hub, installed a 2-wire and suddenly a 50-60% increase. A couple of years later a new hub supplied and that increased it by around 10% - switching back to the original dropped it right down, thus dmonstrating that the new unit was much improved.
