If it was a DSLAM expansion wouldn't it be on the VDSL cab?

No they do VDSL sidepod extensions to the PCP cabinets now.

I thought it was too Partial.

Based on the side pod not going all the way down to the ground.
VDSL expansion needs copper ties to the DSLAM cab, these go out through the base of the new pod.
G.fast ties run out through the side into the existing cabinet.

Or just two more verts of (maybe) two hundred pairs .. and then fed sideways into the original cab ducts ?
