Could be.
The expansion goes on the right hand side of the DSLAM which is where they have dug the ground.
The expansions float though and don't touch the ground and generally there's no need to dig to fit one.
Looks like that duct might contain the tie cables that link the PCP to the DSLAM.
The red cable possibly being the hybrid fibre/power cable for the G.Fast pod.
The duct looks pretty full.
Is there nothing posted on one.network? There should be something if your local authority uses it.

If they decide to do FTTP then they would potentially run new ducts if required - however, if there isn't duct space then that could put you towards the end of FTTP rollout as the cost to put in new ducts may be what makes it unpalatable.

FTTP doesn't go via cabinets. The FTTP splitters sit in footway boxes or on poles, and they connect back directly to the Fibre Aggregation Node.

That was why I was wondering if the cabinet by the exposed duct is brand new, as it is an AIO that might be for even more VDSL2 capacity to be added rather than a VDSL2 pod the other side of the original cabinet. (AIUI such configurations do exist).
I don't recall adslmax ever posting that an AIO had been sited nearby, which I'm sure he would have done at the time, though I am open to being corrected.

I have never realised that such info was available on these uploads, but I now see exactly what you quote. I shall always be checking such in future.
Prior to that my other thought (even when making my first comment earlier), was that we had one photo superimposed on the other. That also contributed to my "strange background" opinion.
