You've got plenty of bandwidth to upload 4K streams to both Twitch and Youtube at the same time.

You could do over 30 individual 4k UHD streams with that upstream.
It certainly isn't struggling!

It's GPON FTTP so there's 1.2Gb/s upstream shared between up to *32 local neighbours. You're getting just under 0.9Gb/s of that.

It could be congestion on the GPON (that would likely vary a bit between tests).
It could be the router.
It could be your PC NIC (The network card).
It could be Talktalk/Fibre Nation to blame.

You would need to do tests to rule each 1 of those possibilities out.
A middle of the night test should rule out congestion.

Then you would need to try another router and/or another PC/laptop.
It might be possible to connect your PC directly to the ONT to rule out the router but I'm not sure how Talktalk have things setup and if that's even possible with them.

*Might actually be more than 32. I'm not at all sure what split Talktalk use on GPON.
Some networks share/split the PON between 128 homes. OpenReach uses a 32 split.
