Speed estimates wrong

I have a FTTC connection with TalkTalk, 65 Mbps. When I try and get alternative quotes, everyone comes back saying I can only get a 6 Mbps cnnection. Is this a capacity problem (possible since we're some way from the excahge) or a database issue?

If it shows a waiting list then your cabinet is at capacity and you may not be able to switch between fibre providers.
