75% coverage

If one or more altnets build fibre network(s) in some or all of an exchange's area, and there's no fibre overbuild by OR, does the altnet build count towards the 75% fibre coverage needed by OR to initiate Ofcom's WFTMR and copper retirement process?

This has never been clear to me. I've always tended to assume not, since altnets are not regulated in the same way as OR by Ofcom.

No absolutely not. Altnet builds are not counted - they don’t fall under the same Significant Market Power (SMP) regulations as the incumbent
