Absolutely. It's very common.
There are literally thousands of examples where 1 house can get FTTP but their neighbour can't. All rollouts have to have a start point and an end point.
Openreach have many different FTTP programs. Some that target certain new builds, there's public funded FTTP work and there are community partnerships.
There are also individuals or businesses that can pay for FTTP on demand, bringing FTTP to (usually around) a dozen or so properties, excluding everyone surrounding them.
There are many many reasons why some random properties/groups of properties have FTTP while others surrounding them don't, with examples of this in nearly every town and City across the country.
Capacity, planning and resource reasons means it isn't just as simple as asking to be connected to this, even if it's directly next door.
Openreach will get to everyone else eventually when the full rollout comes to the area.
The nearby FTTP may make it easier when that time comes.
