no incoming calls

Advice needed please, I am currently on TT UFO fibre which is ending, I signed up for Vodafone fibre, City Fibre engineers came today installed the correct box and removed TT's broadband kit, it connected straight away as did the phone but only would allow outgoing calls and would not allow any incoming calls! it sounded like the line was busy and tried to forward calls, City Fibre engineers couldn't get it to work, called vodafone who also couldn't understand why or resolve the issue, the light on the vodafone router showed the phone line was live.
As I hadn't made arrangements for an alternative number to be available for vunerable relatives who needed to keep in constant touch and also for incoming orders I had no choice but had to ask them to reinstate the previous system and then had to cancel the Vodafone order. would anyone have any ideas as what the problem was?

Best guess, porting of the number between suppliers has failed. Most likely, the ‘losing’ supplier.

It is down to the gaining supplier to sort out though
