Blue rope on poles.

Came home the other day and noticed the telegraph pole outside my house has a blue rope at the foot of it, added recently. Also the telecoms guy was in the underground box near the pole apparently. Befibre have been installing fibre in the area these last few months. An online search didn't come up with much, but was a mention that it is to aid in the pulling of the fibre cables through the underground ducting.
Could this be true?

Yeah, I doesn't show anything in my area, but I know someone who is having befibre installed at the far end of my street on the 27th.

I though they were for stringing up the non-BT cowboys that open footway chambers and messup what is already there.
