Openreach MDU plans

Does anyone know if MDUs are going to be done with Openreach FTTH at some point?

I have a couple of friends who are in smaller MDUs - larger ones in the area are covered by hyper optic, and single houses are all covered by community fibre. The freeholders are a pain and aren't allowing altnets in (or perhaps just being very slow).

Could Openreach cover these properties without further freeholder permission (as they already have cabling in the building?).
