IP Profile rate?

A speed check using speedtester.bt has given me the following results
IP profile for your line - 1000Kb/s
DSL connection rate 448(up) 8096(down)
Actual IP throughput achieved was - 914Kb/s

What is "the IP profile for my line"?
Who sets it?

Anyone heard that using IE 7 affects the download speed? Lady tech from India says I should only use IE 6

Frustrated. Please help
