I've had the same problem. It seems like Orange have very limited LLU capacity as numerous exchanges. They'll sign you up and bill you for LLU if your exchange is enabled regardless of whether they spare capacity or not.
Apparently these are getting upgraded in the next month or so.

My suggestion is to complain to
[email protected] and add 'Jonathan Orange Response' in the first line and subject. It may then get past the CS bots and actually give you a proper response.
