just tried the BT speed test @ ...............

result:-
"The Performance Tester is currently unable to run a speed test for your broadband connection. Please try again shortly, however if this problem persists, raise the issue with your service provider."

Your Sync speed and other router stats are fine. So your line is good but the slow throughput must be due to congestion in your exchange and beyond.
Haven't we been here before? Does it usually happen only at peak times?
When was the discon? The Uptime says 6.5 days (unless its units are tenths like others ). Could be showing a lot of errors, but I can't tell their proportions.
The BT Speedtester sometimes gives up the ghost when all else is OK.

There's no work scheduled @ our Rayleigh exchange, according to below link:
http://clueless.aaisp.net.uk/pew.cgi
I'm also sure this is nothing to do with anything within my 4 walls or across my property. My bet it's Orange/BT, as this current situation of 0.2Meg download, with 0.5Meg upload has happened once before.
I could power off the router, and power up again, but got a feeling it won't correct the problem.
As I've been getting around 13 Meg download & 0.7 Meg upload, for a reasonable period of time, I'll hold my horses for a couple of days before ringing one of the UK based Orange managers. I certainly had some action last time, with a "free BT Engineer's visit" and a new Livebox router, which produced considerably improved upload & download speeds, and a more stable connection ............... up to 24 hours ago

Here is a BT speed test just taken: shows things are improving slowly .......... but at least I could conduct a BT speed test, which was not possible late last night!
"Test1 comprises of two tests
1. Best Effort Test: -provides background information.
Download Speed
2062 Kbps
0 Kbps 21000 Kbps
Max Achievable Speed
Download speedachieved during the test was - 2062 Kbps
For your connection, the acceptable range of speeds is 4000-21000 Kbps.
Additional Information:
Your DSL Connection Rate :15320 Kbps(DOWN-STREAM), 828 Kbps(UP-STREAM)
IP Profile for your line is - 13000 Kbps
2. Upstream Test: -provides background information.
Upload Speed
616 Kbps
0 Kbps 828 Kbps
Max Achievable Speed
>Upload speed achieved during the test was - 616 Kbps
Additional Information:
Upstream Rate IP profile on your line is - 828 Kbps
This test was not conclusive and further testing is required. This might be useful for your ISP to investigate the fault."

Proof of local BT exchange and/or Orange maintenance work schedules, or what?

After this reading @ 01:27 a.m. on a Saturday morning, I think the gremlins have returned!
|
|
|
It was not a one-off, there have been too many bottom dredging download speed results like tonight's:-
http://www.thinkbroadband.com/speedtest/results/id/1...
above recorded @ 23.01 tonight for a 20 Meg download service ............... let's hope BT can beat this
|
|
|
http://www.thinkbroadband.com/speedtest/results/id/1...
A little later speedtest tonight and what I call my 1-1 result
................ but it is advertised as an up to 20 meg service.
|
|
|
An up to 20 Meg, means the service delivery is anything from 0 to 20 Meg
Find me an advert that guarantees a 20 Meg speed? More often than not, people have not read the small print

OP's line is capable of 18-19 Meg Sync, well within advertised speed, which is always of sync.
But OP has fallen into common trap of confusing throughput with sync.
