The Alcatel is £70 on PAYG and free on contract the Huawei is £20 up front cost on contract only and not available on PAYG, the Huawei is a better device and supports upto 150meg download opposed to the Alcatels 100meg, But TBF with the usage limits EE have those speeds are not going to be much use and in real world would go no where near that anyway.
i mean £25.99 a month for 8gig usage is a bit steep when you consider three offer 15gig usage for £18.99 on the same length contract and in my experience at least where i live threes DC-HSDPA network is faster and stronger than EEs 4G network
Hope this helps
