Suddenly slow?

Getting only 13mbit on my fibre bb (Woking), was getting 32 mbit a couple of weeks ago (last time I tested). Is this normal, too many people doing season internet? Any ideas?

So I found the problem, I had emule running, my upload limit was set to 100kbyte/second, that slowed things down. Now at 20kbyte/second, no problems.
Bit strange.
