EE will not let an existing user upgrade to 1.5 gbs and limit them to 900mb, however if my wife takes over the line, they can do it? Same line, same ONT, Same OR engineer.
Might be a problem on your account that is not a technical limitation. Hence why a new EE account allows ordering the higher tier service. In which case go back to EE and explain the situation, and see what specifically is blocking you on the existing account.
Otherwise if there is no penalty, I'd just close the existing account and start fresh.
