is odd I cannot find legendary edition on the steam store. It seems it cannot be purchased directly on steam and only from 3rd parties.

I know, note the legendary edition and special edition are different items.

the legendary is skyrim with all dlc included, so a sort of a game of the year edition.
the special edition is skyrim remastered with better visuals, I assume it also includes all DLC.
