Stuck profile - average turn around, such thing?

If there is such thing whats the average BT turn around on a stuck profile? I migrated from 1mb fixed, and my IP profile is stuck @ 1000 even though im synced at just above 6000.

This is my fourth week and I raised a ticket with my ISP (i understand its out of there hands) after about a week of it being stuck

There was a number of problems getting this sorted out early in the year, but to be honest this has been resolved for some time, so normally (but anything can happen with BT) so a week is about the max amount of time I would expect to take. Do you have the correct upload speed, or is that still on the fixed speed?
