That would not be an obstacle to a leased line from BT, though the specific location and type of leased line required may mean there are technical reasons a service cannot be supplied .
Cant be sure about providers other than BT
No reason why not...but depending on the line speed and the presentation (copper or fibre) there may be excess engineering charges required to get the cable to your property.
I was recently quoted over half a million pounds by BT to get a fibre to a commercial property in the midlands...they claimed they would have to dig up 8km of roads..!
