Check on Bt phone line - LAS

I have a friend who wants broadband however upon phoning BT to enquire he came across a hurdle. BT said that a "check" was on the line making it impossible for him to acquire any broadband connection and they have no idea which ISP placed the 'check' there in the first place, neither can they deactivate it. So can anybody help with the following:

What is a 'check'?
And how can it be removed without having to phone every ISP to find out who placed it.

Any help would be appreciated.

It's actually called a Tag.

Assuming the tag is a left-over from a previous occupant's ISP, then all ISPs have access to a dedicated tag removal team at BT Openreach.

If the ISP in question is BT Total Broadband I suggest that the ignorance displayed by the person called at BT confirms the standings of BT in this comparison of the speed, reliability and customer service of the ISPs selected.

What exchange is your friend on? So we can see what is available.
