Who to contact regarding infrastructure upgrades?

[link to this post]

As some of you may know, I'm campaigning to get better broadband in Micklefield near Leeds. We average 0.5Mbps ADSL here, and there are a variety of problems and potential solutions.

One of the questions I'm frequently being asked is how I know for certain that BT (ie Openreach) aren't going to be upgrading our exchange/area any time soon. I've explained that I can only go off the Openreach announcements about FTTC etc, and that it's highly unlikely there will be anything else in the pipeline for us.

Even so, I would like to send a letter to BT/Openreach to see if I can get any kind of confirmation of the plans for the area. I doubt this will result in any meaningful information but it's one of the things I have to do to satisfy the sceptics.

So my question is as per the title: where and to whom should I send my letter?

All thoughts welcome.

the Regional Managers are often the "front door" for BT, see the bottom of this link for yours.

They are unlikely to make a "we have no plans" statement as this would be a free pass to commercial competitors.

Are your kids pirates ? Limewire, Bearshare, Kazaa, BitTorrent, eMule are all tools of the trade.

Likely answer is we have plans but no further details yet.
