Any voluntary redundancy scheme is going to have different rules and will be clearly laid out when the company is inviting people to take redundancy.

Don't understand your suggestion - surely if the package is too good that is the opposite of 'grinding' the engineers into submission. He could always just resign instead of expecting BT to fund him leaving when clearly 'he' is not actually redundant as his job still exists. And of course when I say BT fund him I really mean everyone that pays BT for their services.
There is bound to be an information pack available that sets out the terms clearly.
