Tiscali demands I take their "TALK" package

Help.

I just got a letter from Tiscali saying I can continue paying the 14.99 per month for my broadband only if I take their weekend TALK package. Otherwise i have to pay £19.99 per month. (All to do with the Talktalk takeover). I rang up Tiscali and was told the letter was incorrect BUT I can have broadband and weekend TALK and the line rental for £14.99 including line rental. ie saving me £12 a month! The reason for such generosity is that Tiscali own the bits in my local exchange(Yelverton).
and I'd have to sign up for 18mnths.

Its an offer I cant refuse but can it be true? I'm convinced that my local exchange (Yelverton) is not unbundled and I cant find Yelverton on the Talktalk list of exchanges. Whats going on ?.
