Recently signed up to Xilo and mostly happy with the service I like the usage graphs they have
My router stats are: DSL Status: UP
DSL Modulation Mode: GDMT
DSL Path Mode: FAST
Downstream Rate: 8128 Kbps
Upstream Rate: 832 Kbps
Downstream Margin: 12 db
Upstream Margin: 12 db
Downstream Line Attenuation: 29
Upstream Line Attenuation: 16
Downstream Transmit Power: 0
Upstream Transmit Power: 0 don't know why it is saying 0 for the last two - it is a Linksys WAG354G
I am on the Office 40 package (I think this means the connection is through Enta rather than C&W)
Speeds - sometimes I get the full 8 mbit download speed - other times like it is slower (i.e. 248.94Kbps yesterday ) - I am downloading from the same ftp server as I got full speed from before
Does the line need a certain amount of time to stabilise?
Are the speed fluctuations just due to load at the entanet node?
right now on a few files the speed is varying:
120.72Kbps
345.71Kbps
215.76Kbps
176.89Kbps
it does go up at times i.e.: 434.65Kbps
but when O2 weren't throttling I would hit full line speed most of the time
(this is from a friend's 100mbit server in the Netherlands that no-one else is using bandwidth from right now)
they say they don't throttle and I assume it is just congestion but considering I am paying nearly £30 for it I think it should be better

I used speedtest.net earlier in the week it was showing about 8mbit
Yesterday it showed about 2 mbit
This morning about 1.5Mbit
Now the speed has just picked up a bit and I have tried your link Download Speed

I'll try it again when it is being slow 10 minutes ago it was going fast: 700.5 Mbytes/13:51(s)/843.20Kbps
then it slowed down to about 60Kbps (another file from the same server)

Sometimes it is a perfect connection - then at other times it slows to a crawl (very annoying as it makes my RDC connections lag)
I did receive an email from them asking how things are - I think I;ll keep a log of things and then show them

This, from the outside, looks like a congested VP.
If you can keep a note of the date/time the test was run, as well as just the throughput result, we'll get a performance fault raised and see what we can find out.
BT may require a little prodding as the rate is above what they class as acceptable (1200k), but not by much.
Do let us know though once you have a few results from the morning, afternoon and evening so that we can try and identify a trend.
