Following that logic to its (farcical) conclusion, the Government should consider forcing ISPs to liquidate themselves because they make it possible for people to illegally share copyrighted material by providing internet access to users.
As an analogy:
Every supermarket should be closed down because they sell sharp knives that make it possible for people to commit murder.
The proposal in that article is ridiculous, technically unworkable, serves no practical purpose and raises all kinds of questions around who decides what sites to block..... given that the sites are just facilitators (at worst) and not infringing anything in themselves.
