Is it possible to get more than 91% of the IP profile as a download speed on an up to 8Meg 20CN connection?

Yes. TCP/IP overheads are roughly 4% so you should be able to get about 96% of the IP profile if you're using that sort of protocol.

Thanks for that john2007 so does it mean playing about with MTU/RWIN settings, the OS is Windows XP.?

If you're not getting top speeds it's more likely to be general internet slowness (weakest link in the chain determines the speed).
For XP give TCP Optimiizer a try.
