I wanted to know where it is. The only obvious Victoria exchange is in Birmingham. If that is where you mean, or if you mean somewhere near Victoria station in London, we need more info.
If you put a relevant phone number into this checker that will identify the exchange by its code, and the postcode for cabinet 12 on that exchange can be found, but that is probably approaching the question from where you are rather than where you want to get to.
You may be into finding out where that postcode covers from the Post Office or Royal Mail websites and walking around.

Lol, but they DO exist... I have seen cabinet 11 and 13, but not 12.

But as the only relevance of knowing where your cabinet is, so far as I know, is to form an opinion on likely FTTC speed, I can't imagine what reason you have for wanting to know where it is. Unless you are just drawing up a map for some other purpose.
Victoria exchange is not scheduled for FTTC, even on the "confidential" [cough] Openreach documents. The schedules we know of go up to the end of next year pretty well.
