Not seen the report, so cannot comment on how accurate, but I just hope it makes it clear whether they are talking about connection speed, or the speed users will see from speed tests.
The age old issue, is that if switching to another ISP using the same connection technology by and large the connection speed will not change much. Throughput at peak times can be a very different matter.
Willing to bet no mention of speed in adverts, and sell based on other factors, i.e. the usual UK one of being the cheapest.
