It says-
"Colwyn Bay residents are among 25,000 homes set to benefit from faster broadband next spring as one of 18 communities included in the plan for BT's next generation of broadband. New copper lines will offer up to double the speeds currently available.
Speeds of up to 20mbits will be available" (paraphrased long quote, Colwyn bay Pioneer,5/10/11).

As far as I can see the only thing that has changed is that my exchange has a 21CN date of May 2012. AFAIK thats an exchange upgrade isn't it, not a cable laying excercise-
Is this what they are likely to be talking about? If so I dont think it will make a great difference to me with a 48db line!
