Just been connected to Vivaciti's C&W Unlimited LLU and it looks promising:
Bandwidth (Up/Down) [kbps/kbps]: 1,020 / 16,110
Data Transferred (Sent/Received) [kB/kB]: 0.00 / 0.00
Output Power (Up/Down) [dBm]: 12.5 / 18.5
Line Attenuation (Up/Down) [dB]: 7.5 / 15.0
SN Margin (Up/Down) [dB]: 11.0 / 10.0
With an SN Margin around 3/4dB, should I see full speeds?

20Meg would be more normal.
Why do you say a SNR margin of 3/4, when the data shows a figure of 10dB?
A drop from 10 to 4 in the target margin, would probably give you very close to 20Meg.

What router are you now using there? Or is that a raw sync with no PPP internet connection?

Sync speeds should NOT vary depending on whether their is a PPP connection.

I know. But the OP has just been discussing flashing a BeBox for this connection, which appears to be impossible, and hasn't mentioned buying anything else.
So I was just asking what the router is .
I have a feeling the default SNRM on C & W is 9dB, but there is no problem in lowering it.

Well, 16MBit is all I'm going to get apparently, at least with Vivaciti:
Hi.
We are currently unable to make a change to the SNR due to a restriction from the exchange equipment owner, unless there is a fault condition present. This is something we are working to resolve at the moment and we do not currently have a time line on how soon we can get this decision reversed.
Interleaving has already been turned off for you so it is set to fast path.
Not impressed AT ALL.

In fact, can anyone suggest an alternative provider who can offer a real 24MBit service? 16MBit isn't going to cut it so I'll request a Mac and move elsewhere.
Waited two weeks for activation and *only* 16MBit. Even BT could have provided that - more than a week ago.
Sigh.

What's the exchange again?

Hi,
This is a problem we have with the CW service, I believe an email has gone out to you giving an alternative product that we can change the SNR at will to as low as 3db
There is a difference in price to this package (your one is £18.96 and the other one is £19.80)
Our broadband Unlimited premium is a far better product, and if you wanted to change to this other product there would be no charge to move it over.

Well, 16MBit is all I'm going to get apparently, at least with Vivaciti: Why? Try a better modem and sync in the daytime, and you could well push near 20Mbps if youre lucky. And that's without tweaking the SNR from the modem side yourself. I presume you are already using a filtered faceplate if you have extension wiring, if not then maybe add a bit more.
It is a real 24 Mbit service, it's just that C&W has a slightly higher SNR margin than the norm of 6dB. And this goes for all resellers - not just Vivaciti.
As well as being prone to high latency (but low jitter), C&W's exchange equipment isnt exactly the best and even the 9dB noise margin needs increasing sometimes - so this is a sensible configuration and policy.
Also, if you move to a different exchange presence, especially one at or near capacity (Be/02?), don't be surprised if sync is lower for the same noise margin due to crosstalk and other factors.

What's the exchange again?
Mayfair, London exchange.
It's my fault for not asking the right questions about the C&W LLU service. Assumption is, after all, always the ******* *** ****!
I work from home and although I -should- really splash out on a leased line, the building manager where I live has already snootily refused to countenance such a thing!

Home Internet: Broadband Unlimited
Might be a possibility, but I have a feeling it's going to be through Be*, who have no capacity!
Still, one can live in hope.
