Do Not Track debate : cracks in online privacy consensus

Should we have to opt-in to "do not track" in our browsers or is Microsoft's proposal to enable it by default in IE10 a good thing?

#3 seems to indicate it's to do with update.

As far as cookies are concerned within the EU, opt-in is now law, but most sites are ignoring the ruling so far.

I find the Firefox TACO with Abine 4.46 add-on very good to block tracking.
