Stale Sessions

My line dropped at 2am this morning and was still down at 10am. So I switched router off for 15 mins and all was well again at 10.15am. Is this the minimum time to reset a stale session? Router was saying "PPP_config timeout" and solution worked so I presuming stale session.

pass, probably depends on timeout settings on RADIUS server(s) concerned. ISP should be able to do it in real time if you called them but in my experience 20-30 minutes is a good time to suggest to someone trying to fix it - flipping to a test login and back can be quicker in some scenarios.
