10-20 pairs seems excessive for a drop. From what I've read 4 is more common, hopefully one of the Openreach bods will know

So thats a recently fitted UG feed.
Commonest used for small/single dwellings will be 2 pair. The answer will most likely be visible under the cleat, just before it says 0.5 (the gauge of the copper).
Can you not readily see either end ?

Per subject going to order a second line, I presume that'll be just fine with just a single pair in use at the moment?
Would a drop change from the DP be required to install a 3rd or a 2nd drop?

Yes, fine for a second line.
If you add more than you already have, probably run a second cable. Well they did for my place anyway.
