I noticed giffgaff block it by default, but to unblock they need very extreme Id, only passport or drivers license.

Obviously not every isp would necessarily follow this policy but seems possible.

My main provider O2 (ironically giffgaff's owner) dont ask for ID, they accept the details given on signup is proof.

Orange dont require these documents.

I call it extreme because (a) its only for adult sites, its hardly asking for access to a bank vault.
(b) passport and drivers license are the most extreme id available, companies "only" accepting that and nothing else for minor thing is draconian. If fixed line isp's are ever required to add these blocks and then start only accepting these documents I think that will be very draconican.

I dont have either of these documents. I am in the process of getting a passport (to unlock my paypal card), but I am not happy about it, as its an extreme way to verify id/age.

Giffgaff actually claim ofcom require these documents, ofcom actually told me they dont require it and even said providers should not make it unreasonably hard to unlock adult content.

That will be because you need to be 18+ to take out the contract, though still stupid.

I can't have a driving liscense as I am partially sighted and my latest passport cost over £80 with a caveat that if the embedded chip gets damaged or stops working you have to get another one,

So that isn't coming out of the safe unless it is needed rather than for just an age check.

I've also been asked for a passport at a hospital A&E.

All it does is impose red tape and hinder responsible people who need help. It is designed to be a deterrent and make you give up (have you ever had the misfortune to sign-on lately?).

If people choose not to implement the system this is hardly surprising. For someone under 18 to buy alcohol in licensed premises requires fake ID, poor judgement of age by the staff or staff that simply don't check, shirley ?
