west malling exchange - cabinet 33

I read on here that there is a legendary Openworld spreadsheet that shows when and if cabinets will be fibre enabled. A cabinet 50 paces from my office on a business park has had fibre running through it for 6 months (we asked the engineers what they were doing as they were making the connections ) and yet BT say they have no plans to make fibre available here. Where can I find out more ? Can I get another company in to connect me ?

My speed is as a slow as slow - 220k despite having "broadband"

I dont believe that PCP is in the plan for FTTC (is there a Fibre cabinet near to it?), and I susspect the engineers you spoke to were providing fibre for a leased line.

the engineers said they were connecting the West Malling exchange to the Borough Green exchange via the cabinet and the latter has since gone live on fibre. They said < and offered to show me > that a spur of fibre had already been laid into the business park and were surprised it had not gone live.

Dosnt make a lot of sense as neither a fiber spine or junction go via a cabinet. I would have to guess there was some misunderstanding. Is there a 2nd cabinet near the PCP? As far as I can tell that cabinet isn't in the plan.

further investigation shows the cabinet 33 is 20 meters away from the manhole that the Openworld man was feeding fibre coils into. The cabinet is show here https://www.dropbox.com/s/3gm0kkwybqj5t77/photo.JPG

Any ideas on how I can see if there is any likelihood of fibre coming to the cabinet rather than into the trench tantalisingly so close ? - i can see it from here.

Just a bog standard PCP. I cannot see that cabinet in any current FTTC plan so not likely any time soon, if ever.
