What does "Capacity expected 29 November 2013" mean in the availability date column (its on the WBC ADSL 2+ line)?
Is it just something boring like increase in line capacity for that service at that cabinet? Or something more interesting?

As its WBC ADSL2+ it will be in the exchange, and probably means they've run out of line card ports, which does happen now and then
