Coincidence?

Our BT Broadband has been slower over the last few days, as has that of various neighbours throughout the village. It is usually about 4-6 meg down but tonight it is 0.3meg.
I did see BT openreach in the village a few days last week installing new cable at various location. Is this just a coincidence or do you think they have made a change which is adversely affecting the speeds we are getting?

What are your current router stats & which exchange?
