So, still no updates to it 
This was updated monthly for the most part now nothing since Jan.
Maybe the person who kept it up to date fell off the planet.. :\

Why do you need it though?
It only shows exchanges that have issues accepting new orders for ADSL because the DSLAMS are full...
Edit: I should have added, it was updated 2 days ago - https://www.btwholesale.com/shared/document/Library/...
It's got nothing to do with backhaul capacity or FTTx.
