<Help> Huawei E353-HiLink with 3 logo

Hi there. .
I had e353-HiLink modem which is has changed to dial-up mode at April 23
I have some trouble here, where is my modem e353 couldn't connect to HSPA+ (21.6mbps) again from April 29

This is just connected at 384kbps speed (UMTS) i dunno what kind affect this. . .
Is there everyone here know something about this?there is my laptop setting or modem setting?how to fix it?

*i had try to re-flash the firmware / re-install driver / change another provider, but no result. .it's still stuck at 3G(UMTS) "with blue light beeping"
